Items associated with each man's branch of the military — Tuckert's anchor, rope, and flag and Hill's hat, sword, and flag — surmount the monuments.

This bas relief combines matters of physical force and intellect as a book, quill pen, and paper, and scales partially cover a sword while a wreath of victory rises above them all.
