Disraeli in the role of a crossing sweeper (but wearing a crown because he is now Lord Beaconsfield) guides, or rather pulls, a reluctant, fearful Britannia across the street while holding her pocket book labelled “British Interest.” Gladstone and others cry “Go back” — all in reference to the British government's recent ultimatum to Ameer Ali, the Afghan ruler.
