Joe Pilling read history as an undergraduate and spent his career in the civil service divided between the Home Office, the Department of Health and the Northern Ireland Office. He has lived in nineteenth-century houses in Lancashire, Oxford, and Yorkshire. Since leaving the civil service he has worked in various charities and conducted several reviews including one covering the Government's official history programme. Biography, not least of nineteenth-century politicians, bishops and lawyers, forms a leading strand of his reading.
